February 21, 1787 Congress calls a Constitutional Convention in Philadelphia to rewrite the Articles of Confederation, which aren't working.
May 21, 1787 Delegates from 7 states arrive in Philadelphia. Work on the Constitution begins
July 13, 1787 Congress (under the Articles of Confederation) enacts the Northwest Ordinance, a plan for governing the territory north and west of the Ohio River. Slavery was banned.
